When I hear the word "proscription," I conjure up images of Charles Dickens' Madame Defarge calmly knitting while all around her is a reign of terror. Ancient Rome didn't have the guillotine, but proscription-generated fear and chaos didn't need it. The Roman dictator Sulla used proscriptions to kill his enemies and take over their property. They were also used by the second triumvirate.
