What Was Tacitus' Value as a Military Historian?

A forum poster wonders whether the traditional position that Tacitus wasn't much of a military historian should be revised in light of Syme and a new look at Tacitus' writing. In Tacitus as military commentator, poster vonZugbach suggests that since Tacitus' ability to describe tactical matters is far better than his description of strategic matters, this perceived inadequacy may be no more than an economy of words. The contemporary audience would have understood the strategy without further elaboration. If you have reasoned thoughts on the matter, vonZugbach would like to hear from you.
