Instinctively I want to say Athens but they’re affiliation with galleys and naval power really only occured from the Battle of Salamis onwards after the brilliant Themistocles funded naval expansion.

I’m not that familiar with Thucydides as I am with Herodotus and Xenophon, but I’m going to go for Corinth? That was an important trade polis and had access to the sea.
