Germanic vs Indo-European Languages?

"There is speculation among linguists that the Germanic languages may not be Indoeuropean.  Some linguists believe that when speakers of Protoindoeuropean (PIE) migrated to northern Europe, they encountered people who were non-PIE speakers." -Minotaur (in the Forum)
