Theodosius was the last emperor who in practice controlled the eastern and western sections of the Roman empire. Those who followed him split it up. According to J.B. Bury, the following emperors of the West were either usurpers or not recognized in the East: Constantine III, John, Maximus, Severus, Olybrius, Glycerius, and Romulus Augustulus.
