The written laws of the 12 tablets were meant to resolve the same basic problem that had faced Athens when Draco was asked to codify Athenian laws: Interpretation of unwritten laws by the nobility was partial and unfair. Written law meant everyone was theoretically held to the same standard. However, a single standard didn't guarantee reasonable laws.

The Romans had gone to Greece to study their written law code before coming up with a Roman version. Greece had earlier experienced the same causes that had lead to writing down their oral laws. It is worth noting that the man associated with the codification of Greek law is also the man whose name is applied in the word "draconian" (meaning exceedingly harsh terms).
